Calculates toolbar width/coordinates based on the number of columns in the window.
The toolbar size will be the actual number of columns found in the window, which is equal to the value returned by MXC(0).
Off - Toolbar width and coordinates are calculated based on 80 columns, regardless of the number of columns in the window.
